What is a vacation home?
On Vrbo's help pages, we use the term "vacation rental" or "holiday home" as a generic term that does not have any legal definition.
What are my obligations as a vacation home owner?
If you want to carry out a hospitality business by opening a holiday home, you should know that you are required to comply with various administrative obligations.
Below we list some of the main obligations that you may be required to comply with as an owner, but we invite you to contact the competent local authorities to find out in detail all the obligations applicable to your case:
a) Carrying out the activity
To start a holiday home, the owners or individuals who have the availability of the property in any capacity must submit the SCIA to the SUAP of the territorially competent Municipality on the form prepared by the Regional Directorate.
b) Registration number obligation
The registration number refers to a regional (CIR) or national (CIN) number used to identify a specific accommodation facility. When applicable, this code must generally be displayed on any public communication, even if the communication is made via an online platform.
As of September 2024, Decree-Law No. 145/2023 converted with amendments by Law 15 December 2023, n. 191 requires all property owners in Italy to obtain a National Identification Code (CIN) for all types of properties used for tourism. We invite you to visit the Ministry of Tourism’s website and National Database portal (BDSR) to obtain a CIN.
The CIN must mandatorily be displayed on each promotional channel – included online websites - and this applies to all types of accommodations.
In regions where a regional registration number (CIR) already exists, the owner may have to obtain a CIR before he is able to obtain a CIN, and in some cases, he will need to display both the CIR and the CIN, depending on the local regulations.
To rent your property and obtain a CIN, you must first obtain your CIR by following the steps below:
  1. Obtain the Abruzzo Region CIR and register on the Regional DataBase SITRA.
To obtain the CIR for tourist rentals, it is necessary to submit the request form available at this link.
  1. Verify and update all SITRA data related to the touristic accommodation before sending the CIN request.
  2. Access the National Platform (BDSR) using SPID and confirm the touristic accommodation is listed by searching with the Fiscal Code.
Display: After Jan 1, 2025, both the CIN and the CIR must be displayed in all online communication and marketing tools of your accommodation.
d) Insurance coverage
To manage a holiday home or any other type of accommodation facility, it may be necessary to take out specific insurance for civil liability risks towards customers who will be staying at the owner's property: remember to take one out before starting any accommodation activity.
e) Tourist tax
Please remember that as the owner/manager of a hospitality facility you may be required to collect and pay the relevant tourist tax to your municipality.
