Obligations for running a vacation rental in Turin (authorization, declarations, etc.)
What is a vacation rental?
In the VRBO help pages, we use the terms “vacation rental” or “vacation home” as generic definitions and they should not be regarded as legal definitions.
What are my obligations as the owner of a vacation rental?
If you want to run a hospitality business by opening a vacation rental, you need to know that you are required to fulfil various administrative obligations.
Some of the main obligations you might need to fulfil as a property owner are listed below, but we recommend that you contact the local authorities to find out more about the specific obligations applicable to your case.
a) Certified Activity Start-Up Report
To start up a vacation rental, with the exclusion of tourist rentals, which only require a simple communication to the municipality, you need to send a SCIA [Certified Activity Start-Up Report] to the SUAP [One-Stop Business Advisory Center] of the municipality where the property is located.
The documents and declarations demonstrating that you meet the functional and structural requirements necessary to perform accommodation activities must be attached to the SCIA.
b) Regional Identification Code
In accordance with Regional Regulation no. 4/R of June 8, 2018, vacation rental owners must carry out the necessary formalities with the Region to obtain a Regional Identification Code (CIR). When sending the information form (LT_2018, as per appendix H of Regional Regulation no. 4/2018) stipulated by the abovementioned Regional Regulation, the property owner can use the online system called “Piemonte dati turismo“ (Piedmont Tourism Information), accessible through the web portal: Servizionline (regione.piemonte.it). The system will automatically issue a CIR corresponding to the properties declared, for the purpose of facilitating the tracking of tourist flow, as well as fulfilling the monitoring functions carried out by the relevant local bodies in the region. In reference to starting up tourist rentals, you are hereby requested to comply with the following: a) for rentals commencing as of October 1, 2019, property owners shall send the form referred to in point 1 through the abovementioned online procedure. This shall be done within ten days of the first rental booking, as set out in paragraph 1 of article 14 of Regional Regulation 4/2018; b) for rentals that commenced before October 1, 2019, and which are currently ongoing, the property owners shall ensure their position complies with the law, using the abovementioned online procedure, and doing so by no later than December 31, 2019.
Regional Law n°3 of March 9, 2023, that entered into force on March 25, 2023, introduced an obligation for all types of accommodation facilities in the Region of Piedmont to obtain and display the CIR in all the communication means that are used to offer and promote their services.
c) Declaration of guests staying at your vacation rental
Some information about the guests staying at your vacation rental must be communicated to the Turin police via the Alloggiati website within 24 hours of their arrival and within six hours of their arrival if the duration of their stay is less than 24 hours. This is also applicable in the case of short-term rentals lasting less than 30 days, as recently clarified by the Decree on Security (Legislative Decree 113/2018).
d) Insurance coverage
To manage a vacation rental or any other type of accommodation facility, it may be necessary to take out specific public liability insurance to cover the guests who will stay at the owner's property. It is important to do this before starting up any type of accommodation business.
e) Stay tax
Remember that as the owner/manager of an accommodation facility, you may be required to collect stay tax from your guests and pay it to your municipality. For more information about the stay tax click here
f) Waste disposal tax
